This is considered On-Disc DLC, and is illegal due to the fact you, "the consumer", are being tricked into purchasing this "DLC" when it is not. In the one of the C# assembly files of "Unturned", there is a boolean which checks if your Steam account owns "306460" (which, on the store, is the "Unturned Permanent Gold Account Upgrade" DLC). If you purchase the "Unturned Permanent Gold Account Upgrade" DLC, nothing begins to download. On the Steam Store, the "Unturned Permanent Gold Account Upgrade" is branded as a "DLC", when it clearly is not. It is a FPS (First-Person-Shooter) like game with solid colours as textures and is coded in C# using the Unity Engine. It is breaking the law to be forcing you, "The Consumer", to pay money for something already included in the game, just not available. Most game companies put their "DLC" on the retail disc (such as Bioshock 2, WWE 12, and others) which the customer already owns. Due to how Steam works, all free-to-play (F2P) games are already in your Steam Library, but won't show up in the Steam Client after uninstalling. You, "The Consumer" buy a base game (which, in this case, is "Unturned") then they have the ability to purchase DLC (downloadable content) from the Steam Store.

If you don't know what "DLC" is, "DLC" stands for "Downloadable Content", which the "Unturned Permanent Gold Account Upgrade" is NOT (I'll get to that later). The "Unturned Permanent Gold Account Upgrade" is branded as a DLC on Steam.
